Synopsis
It's a spring break, and Gentaro invites his friends to his house. Ryusei, undercover, has to find Cancer, who's taking the lives of not hysterical students!Plot
Cancer is walking around the school, taking souls of some high school kids. He then contacts Ryusei Sakuta.It is a spring break. Currently, the students were celebrating at the Kamen Rider Club. Gentaro Kisaragi then invites them to visit his house.
Yuki Jojima states that she is going to make a Galaxy Hot Pot. Meanwhile, Kengo Utahoshi is showing off a new Foodroid that is capable of tracking the lost Zodiarts. They then claimed it. Gentaro then invites Ryusei, who thought he didn't needed it.d
He then thought to himself that it would be better for him to gather information there. So he accepted the invitation. Ryusei then said he needed to go somewhere, before attending to Kisaragi's house.
Meanwhile, Chuta Osugi is relaxing, knowing that there's no students. He feels relaxed, while listening to the sweet sound to his suspenders.
Ryusei is shown walking down a staircase, while contacting Tachibana with the Meteor Switch. He informs Tachibana that Cancer contacted him, and he needs to go there. Tachibana then asks Ryusei rather or not does Cancer knows his identity. He replies that he won't lose his identity to the likes of that guy. He then says his current power with the Meteor Switch isn't enough.
Tachibana complains that Sakuta's skill is not powerful, not the Switch. Ryusei declines the Switch. Tachibana then tells himself that he won't give up the Meteor Storm Switch, since Ryusei hasn't tried improving his skill yet.
Ryusei then walks over to Cancer's location, and finds Natsuji Kijima sucking the life-force of students. Kijima then explains that he's taking their souls, because they lost a deal to make him laugh. If they win, he'll give them a Switch. If they lose, he'll take their souls.
Kijima then offers Ryusei a partnership, which he swiftly denies and walks off. On hearing this, Kijima is provoked with anger and transforms into Cancer. He decides to murder Ryusei, until he runs out of the building.
Cancer chases after him, but eventually loses trail. Ryusei has ran towards a wall. He uses the wall to hide and transform into Kamen Rider Meteor.

Meteor crashed Cancer into a vacant building, filled with bookshelves. He started fighting him there. The cheeky Cancer started making sarcastic sounds of hurt. He then runs behind a bookshelf and hides there.
As Meteor is unable to see him, he lets his guard down and reverts back. Cancer then pops out from his hiding and tells that he's not that weak. Cancer has found out Ryusei's identity.
Cancer makes a deal with him to keep it a secret. He then reassures Ryusei to team up with him. Ryusei reconsiders. Tachibana is watching over them.
Meanwhile, Gentaro and his friends has reached his house, where he introduces them to his grandfather Goro. His friends reconfirm that–that's his grandpa. They then questioned Gentaro, of where's his parents. He then replied they passed away in a car accident.

Gentaro makes friends to see them smile. Ryusei finds this naive. He finds Gentaro naive.
This friendship business is making Ryusei uncomfortable, and he still needs to lure that Gentaro to battle against Cancer. He rushes out. Tomoko Nozama senses something wrong with him. She calls Gentaro to help her chase after him.
Ryusei arrived at Kijima's location. Kijima then asked him on has he decided. He then said he decided to kill him.
He takes out his Meteor Driver and attempts to transform, as Kijima sarcastically talks over his transformation. His transformation was rejected. Ryusei sensed that Tachibana has found out. But how? There's no way Cancer has told him. Cancer wouldn't even know. He has his own boss, now, doesn't he?
He makes a few more failed transformations. He then decides to fight Cancer with fists. In a moment later, Gentaro and Tomoko arrives on his motorcycle.
He then call out that Tomoko sensed something wrong with him. He transforms into Fourze. He then pull out the Freeze and Water switches, in order to keep him still. Ryusei runs to hiding and contacts Tachibana. The first thing on Ryusei's mind was, why he can't transform.
Tachibana replies that Meteor's identity was already revealed, so he is unable to transform. Ryusei asks, how on earth does Tachibana know, and Tachibana replied that as long as the Meteor Switch is with him, he knows exactly what happens.
